Сегодня я разобрался, как изменились текстуры в ПК версии GTA IV:

Теперь я могу просматривать и заменять текстуры в *.wtd файлах ПК версии GTAIV.
Скоро будет больше новостей о поддержке ПК версии GTAIV в OpenIV.
